LWARB outlines savings drive

A shake-up of how London waste authorities run their services is to be funded by a £4.6m efficiencies programme run by the Waste and Recycling Board (LWARB).

The programme will offer all waste authorities efficiency reviews from Eunomia Research and Consulting to help them identify efficiencies and support the implementation of savings.

The first, consulting phase of the reviews will be offered free of charge and costs will be repaid only after recommendations have been implemented and savings made.

The board also unveiled a fund to finance improvements which drive efficiencies at re-use and recycling centres (RRCs).

The new fund will focus on helping boroughs introduce and improve business waste services at RRCs.

Wayne Hubbard

Wayne Hubbard, chief operating officer of LWARB, left, said: “The Efficiencies Programme is now in full swing.

“The funds will provide waste authorities in London with a great opportunity to investigate and realise efficiency savings within their waste services.”

LARAC and WRAP will offer jointly-funded scoping and feasibility studies for authorities looking to introduce or expand business waste provision.

LWARB will provide repayable interest free loans to implement recommendations.

Linda Crichton, WRAP’s collections and quality head of programme, said: “Interested authorities will receive a bespoke, site-based scoping study allowing them to make informed decisions on improvements. Follow up support is then available to help implement agreed changes and divert more business waste into recycling.”

The programmes are part of the Mayor of London’s Municipal Waste Management Strategy.

  • NOTE: An earlier version of this article said the programme had targeted £4.6m savings. It has not. It has provided £4.6m to fund the programme.
