Manchester and Merseyside PFI lessons on how to avoid delays Delays can be an inevitable part of large or complicated contracts such as waste authority private finance initiative (PFI) deals. But setbacks can create extensive extra costs or even the possible loss of PFI credits. The UK’s two biggest PFI projects have both experienced delays. The deals of Greater Manchester Waste Disposal Authority (GMWDA) and Viridor/Laing worth £3.3bn, and the Merseyside Waste Disposal Authority (MWDA) worth £3bn are projects the industry is watching closely. Larger companies lose out in waste exemptions review One could speculate that the Environment Agency (EA) believes the ‘three Rs’ denote regulation, red tape and revenue. The Government, through the EA, has published its consultation on revised waste exemptions from environmental permitting (MRW, August 8). My assessment of the proposals at this stage is that the EA has enhanced its power to regulate, with a consequential increase in red tape, and its ability to earn revenue. more... |

UK recycling catches up with the Continent but there's more to do Recent waste data from the Government shows that the UK is catching up with its European neighbours on the waste and recycling performance front. Recycling rates continue their upward trajectory, reaching 33.9%, while waste is decreasing. So it’s good news so far from the Government’s provisional findings. Store packaging growth halts as Courtauld Commitment kicks in For the first time in many decades the UK has halted grocery packaging growth, despite a growth in retail sales and 0.5% increase in the UK population. This success has been achieved with the help of the Courtauld Commitment – a voluntary agreement between UK retailers to design out packaging waste. The Waste & Resources Action Programme (WRAP), along with its 32 retail signatories, which include Asda, the Co-operative Group and Coca Cola, has been measuring packaging reduction targets in terms of weight. more... |

Waste sector image faces new threat as council workers strike Hundreds of street cleaners and refuse collectors across England, Wales and Northern Ireland hit the streets for two days (July 16 and July 17) last week following a dispute over pay. Refuse collectors demonstrated with other local authority workers after being offered a 2.45% pay rise by the Government. Unison, the UK’s biggest public sector union, wants a rise of 6%. more... |

MEPs vote for recycling targets - but have they done enough? Last Tuesday, MEPs backed a range of EU legislation including recycling targets and the reclassification of efficient incineration as recovery (see box for more).
