Bin fines on the increase, says new survey

More than 2,000 householders have been given fixed penalties of up to £100 for environmental misdemeanours such as overfilling wheelie bins, leaving out too many bags or putting rubbish out at the wrong time, according to new research by the Sunday Times.The newspaper said that Kensington and Chelsea in London has issued the most fines in England.
