City changes waste rules for Olympics

Businesses and residents in the City of London will from next month be restricted to putting out their waste and recycling bags within certain hours.

From 1 April, the City of London Corporation is to introduce a time-banding system for bagged waste collections, with no bagged or loose waste to be put out between 8am and 6pm.

The scheme is designed to clear streets of obstructions and improve hygiene as more tourists visit the City during the Olympic year.

The changes affect only those residents and business that put out bagged and loose waste on the public highway. It does not involve anyone using wheeled bins or internal compactors to store and dispose of their waste.

Chairman of the corporation’s port, health and environmental services committee John Tomlinson said: This scheme will undoubtedly improve the aesthetics and hygiene of the City’s streets.

“Removing bagged waste during the bandings will reduce the opportunity for loose litter to be added to bags left out - and less waste on streets means less vermin and pests and a reduction in the associated health hazards.

Those repeatedly ignoring the new rules could face a fine of up to £1,000.

The corporation stated: “Responsibility is on the business to ensure that their waste is collected and they will be held liable by the City.

“Prior to any fines or penalties the enforcement team will be looking to work with the business to find solutions to any issues. A fixed penalty notice of £100 can be given followed by a fine of up to £1,000 for persistent offenders”.

As part of a consultation, 13,500 City residents and businesses were sent a letter between October and December 2011, asking for their views.   

Time bandings from 1 April 2012

8am to 6pmNo Bags on Highway or FootpathsBetween 8am and 6pm businesses and residents will be restricted all year round from putting out bagged/loose waste and recycling for collection on the highway/pavements.
6pm to midnight2 hour restrictionsBetween 6pm and midnight, bagged/loose waste placed for collection will be restricted to being on the street for no longer than 2 hours.
Midnight to 8amNo RestrictionsBetween midnight and 8am no restrictions on placement but any bagged/loose waste must be cleared by 8am.
