Variable charging condemned as stealth tax

Variable charging is a stealth tax, according to Conservative Shadow Secretary of State for the Environment Richard Ottaway.

At the Associate Parliamentary Sustainable Group briefing, Ottaway added that the introduction of variable charging will create an irresistible temptation for people to dump waste in the street, if they think they will have to pay more for waste collection.

Ottaway said that where the technology is in place for variable charging, the Conservative Party is not convinced it would be successful.

There is more than one way to skin a cat, he said. A flat charge sounds to me like a surcharge on the Council Tax.

But Eunomia research and consulting director Dominic Hogg said that so much work has already been done on variable charging, it is now time to get on with it.

We are the only country in the EU that prevents this scheme by law, said Hogg. People are fed up that this isnt happening we are so far behind.
