Calderdale Council is to split up some waste contracts to try to rein-in an unsustainable £750,000 cost.
A report to the council’s cabinet by Andrew Pitts, assistant director of neighbourhoods, said a contract for skip and street waste transfer services was due for renewal in October.
“The current arrangements are generating a budget pressure of nearly £400,000 a year which simply cannot be sustained,” the report said.
“Essentially, by splitting the waste into different types – street sweepings, green waste and skips for general waste/inert materials – this will open up the process to greater competition and reduce the need for relatively expensive skips, as well as meaning that the waste can be handled in a more efficient and environmentally friendly manner.”
The report said the current contract did not specify what should be done with these waste streams and did not encourage recycling or recovery.
Calderdale’s ‘safer cleaner greener’ budget bore a £400,000 cost but, taken with other council directorates, this reached £750,000.
He proposed the contract be split into separate streams allowing a greater number of operators to bid. These would be in: green waste; road/street sweepings and gulley waste; general waste; inert wastes; and tyres.
“Retendering and reshaping the contract, rather than simply extending the current arrangements, will result in savings but the precise amount will only be known following the tender process,” the report said.
Pitts told MRW: “Our current contract for the supply of skip and street waste transfer services is held by Calder Valley Skip Hire.
”When we go out to tender, it will not be for exactly the same contract – there will be new requirements and criteria, to enable a different approach to collecting and disposing of the waste, and to incorporate gulley waste into the new arrangements.
”The aim is to bring economic and environmental benefits to Calderdale, make challenging budget savings and protect our distinctive landscape.”
