That would be great as long as it does not end up like the landfill tax, disappearing into chancellors coffers and not benefiting recycling.

Should not recycling be core to any environmental policy?
I think if you look at European countries that are higher on the recycling list you will find they have a cordinated recycling scheme across the country, in the U.K. there is huge disparity between towns.
It is going to be easier to educate the general public if there was a cordinated recycling scheme across the country. Maybe the Goverment should step in now and get recycling back on target, rather than concentrating on detail like paper cups that, in the scheme of things, is not going to make a lot of difference.

The only way forward is create a coordinated recycling scheme across the country, this will enable clear instructions to be printed on it as how it can be disposed of, I.e wash out and put in the blue bin, we can then have national campaigns, this will give a 4 fold increase in recycling rates.
Make it easy, people are more likely to do it.
